Jeffrey R. Minnich, J.D., was born in Carroll, Iowa, on February 6, 1952. He graduated from Carroll High School in 1970. He received a B.B.A. from the University of Iowa in 1974. Jeff obtained his J.D. in 1978 from Drake University in Des Moines, Iowa. He was admitted to the Iowa Bar in 1979. He is admitted to practice before the U.S. Court of Appeals, Eighth Circuit, as well as the U.S. District Courts for the Northern and Southern Districts of Iowa. Jeff is a member of the Carroll County Bar Association, Iowa State Bar Association, Iowa Trial Lawyers Association, and the Iowa Defense Counsel Association.

Frank J. Comito, J.D., C.P.A., was born in Des Moines, Iowa, on September 8, 1954. He graduated from Kuemper Catholic High School in Carroll, Iowa, in 1972. He received a B.S. from Iowa State University in 1976. He became a Certified Public Accountant in 1978, obtained his J.D. from Georgetown University in 1979, and is a member of Phi Beta Kappa. Frank was admitted to the Iowa Bar in 1979. He is admitted to practice before the U.S. Court of Appeals, Eighth Circuit, as well as the U.S. District Court for the Northern and Southern Districts of Iowa. A. Eric Neu, J.D., was born in Carroll, Iowa, on August 17, 1967. He graduated from Carroll High School in 1985. He received a B.A. in economics from Northwestern University in Evanston, Illinois, in 1989. He obtained his J.D. with distinction in 1993 from the University of Iowa College of Law. Eric was admitted to the Iowa Bar in 1993. He is also admitted to practice in the U.S. District Court for the Northern and Southern Districts of Iowa. From 1993 to 1994, he was the law clerk to Justice K. David Harris, Supreme Court of Iowa. In addition to the regular practice of law, Eric has been a Carroll County Judicial Magistrate since 1999. He is a member of the Carroll County Bar Association, Iowa State Bar Association, and the American Bar Association and serves on numerous local boards.

Kelsea M. Hawley, J.D., was born in Des Moines, Iowa, in 1990. She graduated from Clarke Community High School in 2009. She received a B.A. in Liberal Arts and Sciences with majors in Interdisciplinary Studies (Criminology and Criminal Justice) and Sociology from Iowa State University in Ames Iowa, in 2012. She obtained her J.D. in 2019 from the Drake University College of Law. Kelsea was admitted to the Iowa Bar in 2020. She is a member of the Carroll County Bar Association and Iowa State Bar Associations.

Joseph E. Halbur, J.D. was born in Carroll, Iowa on February 10, 1955 to Robert W. and Mary (Spellman) Halbur. He passed away on March 26, 2016 while still actively practicing law with this firm. He graduated from Kuemper Catholic High School in 1973. He received his B.S.B.A. in business administration, magna cum laude, from Creighton University in 1977. He obtained his J.D. from Creighton University in 1979. Joe was admitted to the Iowa Bar in 1979 and was a member of the Iowa State and Carroll County Bar Associations. Joe was also admitted to practice in the United States District Courts for Iowa in 1979 as well. After working a short time as an associate with the Carroll, Iowa firm of Kurth and Bunger, he began his solo practice where he remained for 35 years until joining this firm.
G. Arthur Minnich was born on August 20, 1920, in Carroll, Iowa. He passed away on March 3, 1984, in Carroll at the age of 63. He graduated from Carroll High School in 1934, attended Wentworth Military Academy in Lexington, Mo. for two years and enrolled in the University of Iowa, where he graduated with a Juris Doctorate in 1948. Art had a reserve commission during World War II. He was attached to the Amphibius Force, U.S. Atlantic Fleet, Joint Army-Navy Operations.
He returned to Carroll in 1948 and joined his father G. Arthur Minnich, Sr. in his law practice. After his father's death, he joined Arthur A. Neu in a law practice in 1965. He and Arthur A. Neu constructed the current law firm building shortly thereafter. He was a member of the United Presbyterian Church; Za-Ga-Zig Shrine Temple, Des Moines; Signet Lodge No. 264, A.F. & A.M., Copestone Chapter, the Council arid Azgad Commandery, the Masonic Temple board; Carroll Elks Lodge; Carroll Country Club; Carroll Area Pilots' Association; Maurice Dunn Post No. 7, American Legion; and the Carroll Chamber of Commerce, where he had served on the board of directors. He was a past president of the Carroll Community Theatre and directed and participated in various productions. He was a member of the Carroll County, Iowa State and American Bar Associations, the National and Iowa Defense Councils, was past president of the Iowa Junior Bar Association, served on the Ethics Committee of the Iowa State Bar Association and was a member of the board of directors of First Federal Savings & Loan Association.
Arthur A. Neu, J.D., LL.M., was born in Carroll, Iowa, on February 9, 1933, and passed away on January 2, 2015, while still actively practicing law with the firm. He graduated from Carroll High School in 1951. He received a B.A. in Business Administration from Northwestern University in Evanston, Illinois, in 1955. He obtained his J.D. in 1958 from Northwestern University and his LL.M. in taxation from Georgetown Law School in 1961. Before returning to Carroll, he spent three and a half years with the U.S. Army Judge Advocate General Corp. He was admitted to the Iowa Bar in 1958. He served as State Senator from 1967 to 1973 and as Lieutenant Governor of the State of Iowa from 1973 to 1979. He served as Mayor for the City of Carroll from 1982 to 1985.
Art was a member of the Iowa Board of Regents from 1978 to 1984. He was a member of the Iowa Board of Corrections from 1999 to 2011. Art served on countless local boards and was a member of the Carroll County Bar Association, Iowa State Bar Association, and the American Bar Association.
Arthur N. Neu was born in Carroll, Iowa on November 29, 1893 to German born parents. He died December 10, 1960 while still practicing law with the firm. He obtained both his undergraduate and law degrees from Northwestern University. He began the practice of law in Carroll in 1925. He was Carroll’s longest serving mayor holding that position from 1934 to 1960. He is the namesake for Carroll’s Arthur N. Neu Airport and Arthur N. Neu Drive.
G. Arthur Minnich, Sr., B.L., was born January 26, 1887, in Coon Rapids. He died May 5, 1965. He graduated from Coon Rapids High School in 1903 and received a Bachelor of Arts degree from the University of Iowa in 1910. In 1912, he received the Bachelor of Law degree from Northwestern University and was admitted to the Illinois Bar in 1912. In 1913, he was admitted to the California Bar and practiced law in San Diego from 1913 until 1917. In 1917, he was admitted to the Iowa Bar and practiced his profession in Carroll continuously until his retirement. In 1917 Minnich formed our firm’s original partnership with C. C. Helmer which continued until the death of Helmer in 1946. From 1948 until his retirement, he was in partnership with his son, G. Arthur Minnich, Jr.
From 1920 until 1928, he served as Carroll city attorney. He was director and counsel for First Federal Savings and Loan, of which he was a founder. He held membership in the Carroll County 16th Judicial District, Iowa State and American Bar Associations. He was on the Board of Governors of the State Bar Assn. from 1938 until 1953; and was a member of the State Bar Association’s Title Standards committee from 1953 until 1957. Active in civic affairs, Mr. Minnich was elected president of the Carroll Board of Education in March 1942, serving for one term. He was a member of the Rotary Club, and Sons of the American Revolution. He was a member of the Christian Scientist Church. He was also active in Masonic affairs. He was a past master of Signet Lodge No. 264, A. F. and A.M.; past illustrious grand master of Cryptic Council No. 38, Royal and Select Masters; past most illustrious grand master of the Grand Council of Masons of Iowa; past high priest of Copestone Chapter No. 27, Royal Arch Masons; past commander of Azgad Commandery No. 63, Knights Templar; past worthy patron of Signet Chapter No. 1, Order of the Eastern Star; and a member of the Shrine, Za-ga-zig Temple, Des Moines.
Charles C. Helmer, L.L.B., was born in Cedar County, Iowa on August 25, 1876. He obtained his common school education in the public schools of Tipton and Mechanicsville. He attended the State College (Iowa State University). During his senior year in 1898, he enlisted in the Forty-ninth Iowa volunteer Infantry during the Spanish American War. He obtained his law degree from the law department of the State University of Iowa (University of Iowa) in Iowa City in 1901. He commenced the practice of law in Manning, Iowa in the same year. He moved the practice to Carroll, Iowa in 1904. He served as county attorney commencing in 1904 for one term. He spent eight years as city attorney for the City of Carroll. He also served as State Senator from 1915 to 1917 in the 36th General Assembly.
